Clifford Weber

Clifford is a partner with PIB Law and focuses his practice on corporate, commercial, and intellectual property matters. His corporate work encompasses start-up company formation; seed, early stage, mezzanine, and later stage investments; preparation of operating agreements and other corporate organizing documents; and mergers and acquisitions.


In the area of commercial law and contracts, Mr. Weber has more than 20 years of experience preparing and successfully negotiating a wide range of agreements, including research and development, clinical trial, technology transfer, master services, purchasing, supply, sales, distribution, manufacturing, marketing, intellectual property licensing, software development and licensing, and grant agreements.


Mr. Weber also possesses broad and deep expertise in intellectual property. His work comprises patent prosecution; trademark and copyright registration; trade secret protection; intellectual property licensing; intellectual property litigation; and management of global intellectual property portfolios.


Beyond his expertise in corporate, commercial, and intellectual property matters, Clifford has substantial experience with risk management, compliance, and regulatory matters. His work has spanned such diverse areas as scientific misconduct, IRB, conflict of interest, HIPAA and privacy, FDA, international trade, and SEC compliance.


Before joining PIB Law, Clifford was an outside general counsel with his own law firm. In that role, he represented and counseled publicly traded and privately held corporate clients on intellectual property matters; risk management and compliance; and intellectual property licensing. Mr. Weber also prepared, negotiated, and successfully completed numerous commercial agreements and transactions on behalf of his clients. Previously, he has served in-house as General Counsel, Assistant General Counsel, and global intellectual property counsel for start-up companies, as well as large, international, publicly traded companies, and major research universities. Clifford has worked with clients across a number of industries, including life sciences, pharmaceuticals, medical devices, higher education, defense, electronics, high technology, software, entertainment, and healthcare.


Mr. Weber received his Juris Doctor from Georgetown University Law Center, his Master of Arts from The Johns Hopkins University, and his Bachelor of Arts, with university honors, from Washington University in St. Louis. He is admitted to practice law in the District of Columbia and is registered to practice before the United States Patent and Trademark Office.
